The Americans and the Japanese decided to engage in a competitive boat race. Both teams practiced long and hard to reach their peak performance. On the big day, they both felt ready.

Afterward, the American team was discouraged by the loss. Morale sagged. Corporate management decided that the reason for the crushing defeat had to be found, so a consulting firm was hired to investigate the problem and recommend corrective action.
The consultants' finding: The Japanese team had eight people rowing and one person steering. The American team had one person rowing and eight people steering.
After a year of study and millions of dollars spent analyzing the problem, the consulting firm concluded that too many people were steering and not enough were rowing on the American team. So as race day neared again the following year, the American team's management structure was completely reorganized.
The new structure: Four steering managers, three area steering managers, and a new performance review system for the person rowing the boat to provide work incentive.
The next year the Japanese won by TWO miles!
Humiliated, the American corporation laid off the rower for poor work performance and gave the managers a bonus for discovering the problem.

A more correct analogy would be like so ....
Japan and America enter a boat race.
1. The Americans would win because the Japanese would train and train for a rowing race only to get to the starting line and see that the Americans brought a power boat. When the Japanese asked "Why you have power boat?" Americans would say "What kinda boat did you think we meant?" To which the Japanese would respond "soka" (the American equivalent of DUH or HMMM).
2. The Americans would loose, ya maybe they had too few rowers but the Japanese team would hire a army of consultants before actually signing up for the race just to see if it is possible, then if all 20 of the special contractors agreed that they could win. They would enter the race and then probably win. NOTE:This is much like how the Criminal Justice system works in Japan as well.
3. The Americans would loose. They would go out and find all of the USA's greatest rowers past and present and get them on the same team only to watch this DREAM TEAM implode due to contract disputes and ego clashes.
4. Japan would loose. There would be no talk of the team at all until 2 weeks before the contest. In a media FRENZY who's only equivalent that Americans would understand are a Real World, Survivor and Big Brother reunions all in the same room at the same time (with the cast of Dallas commentating the whole thing), with a winner takes all contest over the next 2 weeks. During this media blitz the ALL JAPAN ROWING TEAM WOULD BURST ONTO THE SCENE! Every where you looked there would be hats, cards, towels and shirts. The team would be on every sports magazine, there would be nightly specials showing the team members and coach as kids and their family and friends commenting quietly on how "this is what he/she/they was meant to do." Only to have the team face a devastating defeat in the first round to Korea.

5. America would get owned. The Japan team would show up w/o fan fare while the odds on favorites, the Americans, would soak up the lime light and earnestly say well we have a strong team. Every one would laugh and giggle cause all the gods of rowing would be on the Americans team. But when it was time to get things done .... they wouldn't and would get owned by some 3rd world country. Who is often the butt of jokes when it comes to the Olympics teams something about "if they could run jump or swim."
6. Japan would get owned. A window manager who could not be tasked with anything more important than looking out said window would be charged with producing the team. He would call together the best and the brightest of the rowing world and run up a tab of a millions of yen. Only to ignore all of the recommendations and do something like seeking the counsel of other salary men like himself and produce a team so blatantly stupid that it would defy description.
Really truth be told there would be no winners. Japan Sucks America Sucks they all suck. There are lots of problems with the way things are done and not done, but honestly those problems have less to do with what country you are from or in and more with the people, corporation or mentality you are dealing with.
