US President Bush George W. Bush today signed the bill H.R. 5690, which removes the African National Congress from the list, into law. As a result Nobel Laureate and former South African President Nelson Mandela is no longer considered a terrorists in the United States.
The iconic leader, who celebrates his 90th birthday this year, will be able to apply for a visa to United States without triggering additional investigations. Secretary of State Condoleezza Rice has called the additional review of ANC members' visas "embarrassing" and has advocated a legislative change to lift it.

He was considered a terrorist because he was a member on the ANC, the ANC was involved in terrorist activities during the 1980's (and so was the Apartheid government for that matter...), so the fact that he was on the US terrorist list doesn't atually mean Mandela himself was a terrorist.

No, But he was on the U.S. Terrorist Watch List, which means that he had to have the State Departments approval in order to enter the U.S.
It might also be pointed out that Reagan, Cheney, McCain, and Bush Sr were all staunch supporters of Apartheid policy in S. Africa, and the current administration deeply supports the Apartheid-like policies alive in Israel.
